Why does my RF PCB have small holes in the ground polygon?

I ordered RF PCB design and prototype from my supplier . There are something like a hole, but it is not, on the ground surface. What is the purpose of making these holes? The PCB is inside of the E70 433NW14S LoRa module.

The space between copper planes can act as waveguides for RF frequencies. It makes trace impedance changes and signal losses.

To cut such waveguide effect, put vias, which is essentially a copper cylinder.

When the distances between vias are small enough compared to the wavelength, the board is like continuous copper material, instead of waveguide.

How can I handle missing solder mask opening on PCB footprint?

I have three through-hole PCBs that are missing front and back solder mask openings for two of the components. The solder mask (usually green) is covering the front and back solder pads. All other pads for all other parts are exposed. Is there a good way to remove the solder mask so that I can solder the components to the board?

How can I solder an SMD component with a pad on the bottom?

I am getting a PCB manufactured for a project that I am working on. One of the parts, the A4950 motor driver, has a “pad” on the bottom, which is meant to be soldered to GND of the PCB for thermal dissipation. I was thinking about the prototyping, and I am unsure how I would go about (using a soldering iron), soldering the pad on the bottom.
