Is it okay to use 400V resistor by SMT for 250V AC parts?

I'm working on a capacitive power supply. This is connected to the mains and has no isolation, but operates inside a completely sealed box so there is no hazard to the user there. Contudo, I'm not entirely sure if it's okay to use 400V resistor by SMT with such high voltages.

Creepage is the term you’re looking for. You’ll want to use that for trace spacing too. If the part is rated for 400V it’s good for it. Contudo, you may have more than 400V. 240Vac is actually RMS voltage and has a tolerance.

What are the black spots in lead-free solder joints on PCB?

I am prototyping a PCB, using Chip Quik’sSMDSWLF.031, a Sn96.5/ Ag3.0/ Cu0.5 solder with 2.2% no-clean flux. I find that the black spots appears frequently in larger pads on my board. I wonder if it is because I left the soldering iron more time heating the solder and that burnt the flux. What is that black residue? Is that a sign of a bad joint or maybe bad soldering technique?

This device is connected to a variable antenna which does not necessarily stay in match with the circuit so there will be some reflection of the power back to the circuit. I did have one board come back with a manufacturer erroran extra bit of copper just a hair’s width across hidden underneath a component. It looked almost like someone’s eyelash had fallen onto the board just before photo etch. How should I deal with it?
