It means lC and component which is connected to Ground. If a Ground plane is made as a separate layer, all these pins are to be connected. It can boost the performance of circuitry in certain conditions.
Sometimes vias are used for connections to ground planes.

I have a THERMAL problem when designing a power LED ALUMINUM PCB. I have 10 5W UV power LEDs.Coldwater flows through water heat sink continuously. The problem is the PCB is cold, but LED bulbs are still hot? Can anyone give me some advice.
I go through this every time I have PCBs I need to populate with SMD parts, and this has become more an issue as pin spacings have gotten tighter, and my hands have become less steady with age. How do you hold SMD part in place while soldering?
I find that the all types of PCB samples from my suppliers have ground planes. It seems important and I want to know about its function.
