That’s probably the wrong name. It’s a solder-paste stencil that has been laser cut.
The paste is applied through the stencil, and the thickness of the stencil determines the quantity of paste applied. The stencil is then lifted and components placed. It will clearly define edges. It makes placement easy and reflows a high chance of success.

I’ve ordered fabrication and assembly of small PCB batches (100pcs) a couple of times already. Each time the factory asked me if I want to do test on the PCB. But I don’t what to do about it. And I test them by myself. Then, the result of the testing is unacceptable with 15% soldering problems. So bad. I think I will ask the supplier to test them before delivery.
It would serve as a cushion to provide physical protection for circuit boards if dropped (2 meters) and/or the case moderately banged so they won’t get damaged. I don’t know what it is called in the field of PCB manufacturing.
