Why does flexible PCB need stiffeners?

When I browsed some comments online, I see someone recommends stiffeners to apply on flexible PCB. Very confused about that? Is it a formal design?

The whole point of flex boards is to be flexible, and you pay a lot extra for that.

It doesn’t make any sense to pay extra for a flex board and then pay again to put stiffeners on it to make it stiff again.
